The PBI Faculty
William R. Almon, MD
William R. Almon, M.D. became a faculty member with Professional Boundaries, Inc., after first coming to PBI as a student in 2009. Since that time, he has been an active advocate for ethics in the health care professions. In 2017, Dr. Almon received a Masters in Health Care Ethics through the graduate studies program at Creighton University, Omaha, Nebraska.
After completing his undergraduate studies at the University of Illinois, he attended Loyola University Stritch School of Medicine, where he earned his Doctor of Medicine degree. He then went on to serve as a physician in the United States Army, completing a residency in Family Practice, a tour in Europe, and training at the Academy of Health Sciences, Fort Sam Houston, TX. While working with soldiers in the Army, Dr. Almon began to develop an interest in the diagnosis and treatment of musculoskeletal pain. After leaving the Army, he continued his work in both primary and musculoskeletal medicine. For the last fifteen years Dr Almon has worked and consulted with Chiropractors and other alternative health practitioners in the field of musculoskeletal pain.
Sari Gilman Aronson, MD, MS, FAPA
Sari Gilman Aronson, MD, MS, FAPA is Clinical Professor Emerita of Psychiatry and Internal Medicine at the University of Illinois at Urbana-Champaign. During her 25 years at the University of Illinois, she was department head of psychiatry, the course director for second year psychiatry and psychiatry clerkship, educated residents in internal medicine and family medicine, taught in the law school, was a clinical consultant for psychology graduate students. Her dedication to medical education served as an inspiration to her peers. She has received over a dozen honors and awards, including all of the most prestigious teaching awards from the College of Medicine. The greatest accolade was naming the annual Excellence in Psychiatry award in her honor. Dr. Aronson continues to teach in the Family Medicine residency and consult at the Iliana Veterans Administration Health Care System.
Edwin A. Bayó, JD
Edwin A. Bayó is currently a partner at the firm of Grossman, Furlow and Bayó in Talahassee, FL. Grossman, Furlow and Bayó is a general administrative law practice, with emphasis in the representation of applicants for professional licensure, professional licensees in disciplinary matters, and regulated entities, including pharmacies, drug manufacturers, and drug wholesalers.
Mr. Bayó was previously an Adjunct Professor specializing in Spanish for Attorneys at Florida State University College of Law and the Senior Assistant Attorney General for the Florida Department of Legal Affairs. While working in the AG's office, he served as Board Counsel to professional regulatory boards and provided legal advice, research and assistance in licensure, rulemaking, disciplinary proceedings, proposed legislation, fixing of rates, and the proper operation of various boards under their respective laws. Mr. Bayó also rendered opinions and consultations on relevant matters to board members and the public while litigating licensure denials, rule challenges and other issues in the Division of Administrative Hearings, Circuit Court, and the District Courts of Appeal.
Stephen M. Boreman, JD
Stephen M. Boreman, JD is an experienced California health care, licensing, and government relations attorney. He has expertise in physician, physician assistant, nursing, psychologist, pharmacy, and veterinary board licensing and disciplinary matters. He has served as a medical malpractice defense attorney for the University of California, approved by the U.C. Ofﬁce of the President (UCOP).
Steve's extensive legal background includes 15 years as a Deputy Attorney General for the State of California, during which he worked for 10 years in the Health Quality Enforcement (HQE) Section, where he was appointed Attorney General’s Liaison to the California Medical Board and the Osteopathic Medical Board of California.
Catherine V. Caldicott, MD, FACP
Dr. Caldicott is an internist with over 15 years of experience in healthcare professional ethics education, remediation, coaching, and research. Most recently, she served as the Program Director of the Professional/Problem-Based Ethics Program (PROBE). In that position, she assisted over 1200 US and Canadian healthcare professionals and trainees from more than 20 clinical disciplines in areas such as boundary transgressions, financial improprieties, misrepresentations and cheating, and supervisory lapses. Dr. Caldicott has been invited to speak before the American Association of Dental Boards, the BC Health Regulators (British Columbia), and the Federation of State Boards of Physical Therapy, where she was a keynote speaker at their annual meeting in 2016.
Dr. Caldicott earned her undergraduate degree at Princeton University and graduated from Dartmouth Medical School. She did her Internal Medicine internship at Yale and residency at the University of Michigan, where subsequently she was a Robert Wood Johnson Foundation Clinical Scholar. She then joined the faculty at the State University of New York Upstate Medical University, where she achieved the rank of Associate Professor of Bioethics and Humanities and Clinical Associate Professor of Medicine. Her publications have appeared in such peer-reviewed journals as Academic Medicine, Medical Education, and Ethics and Behavior.
Kevin Cauley, JD
Kevin Cauley is an attorney based in Los Angeles, California. He represents physicians, pharmacists, dentists, psychologists, nurses, and other licensed professionals throughout California. Mr. Cauley’s practice focuses on professional licensing, peer review, Medicare and Medi-Cal fraud and recoupment, and criminal defense. He has worked in the fields of professional licensure and health care law for over a decade.
Originally from Atlanta, Georgia, Mr. Cauley graduated magna cum laude from Oglethorpe University. Prior to attending law school, he worked for several years with Frances Cullen, P.C., a well-known firm specializing in the representation of physicians and other healthcare professionals. After gaining invaluable experience, he relocated to Los Angeles where he earned his juris doctor from Southwestern Law School’s SCALE (two-year honors) Program. Mr. Cauley then founded Kevin Cauley, P.C. in order to continue the work he is passionate about: defending licensed professionals.
Mr. Cauley is a member of the American Psychology-Law Society, California Academy of Attorneys for Health Care Professionals, California Attorneys for Criminal Justice, and The American Association of Nurse Attorneys. He has been named to the Southern California Super Lawyer Rising Stars List from 2014-2016.
Y.C. Joe Chen, MD
Dr. Chen is the Owner of Sun Coast Pain Management Center, PA located on the Mississippi Gulf Coast. He is Board Certified in Anesthesiology with Subspecialty Certification in Pain Management. Dr. Chen has been caring for chronic pain patients on the Mississippi Gulf Coast since 1998.
Dr. Chen completed his residency in Anesthesiology at the University of Texas Southwestern Medical Center in Dallas, TX. He then went on to complete his fellowship in Pain Management at the University of Florida Medical Center in Gainesville, FL. After his fellowship, Dr. Chen held an appointment as Assistant Professor at the University of Florida Medical Center. He has served as President and as Treasurer for the Mississippi Pain Society. He was Chairman of the Pain Management Committee and Cancer Committee at Oceans Springs Hospital. Dr. Chen was also appointed to the Ethics Committee at Ocean Springs Hospital. He has reviewed cases for the US Attorney’s Office, Mississippi State Medical Board of Licensure, Mississippi State Workers Compensation Commission, Texas Workers Compensation Commission, and Genex Services.
Dr. Chen has published articles in pain management peer review journals and speaks frequently nationally regarding various aspects of pain medicine. He enjoys teaching others about pain management as well as teaching the martial arts. Dr. Chen is a 2x International Brazilian Jiu Jitsu Federation World Champion and International Kung Fu Champion.
Shari A. Cook, M.Ed.
Shari A. Cook is trained as a secondary educator, guidance counselor, educational administrator, and Master Facilitator.
She is a graduate of Youngstown State University with a Masters of Educational Administration and Bachelor in Science in Secondary Education and received her school counseling education at Westminster University. She spent fifteen years as a public high school teacher. Additionally, she is a certified Master Facilitator from Case Western Reserve University’s Weatherhead School of Management and qualified nuclear instructor.
She continued her career in training through adult education in corporate America. Since 2011, after her teaching license was revoked for a professional boundary violation, Shari A. Cook teaches the Teacher Ethics series for educators.
Frances E. Cullen, JD
Frances Cullen is an attorney practicing law in Atlanta, Georgia. Ms. Cullen represents physicians and other healthcare professionals before State Licensing Boards. She has extensive experience with a broad range of issues affecting healthcare professionals and their impact on professional practice. Ms. Cullen also acts as legal counsel to professionals for Medicaid and Medicare recoupment and criminal fraud cases, and provides criminal defense representation.
Since 1996, Ms. Cullen has acted in the capacity of Hearing Officer and Administrative Law Judge for the Atlanta Public Schools. She has previously held the position of Chairperson of the Administrative Law Section of the State Bar of Georgia and Chairperson of the Atlanta Bar Association Lawyer Referral Service after several years as an active Board member for those committees. As a former Fulton County Assistant District Attorney, Ms. Cullen prosecuted criminal felony crimes and as a former Assistant Attorney General for the State of Georgia, Ms. Cullen previously served as legal counsel to eight state licensing boards, including the Georgia Composite Medical Board.
A graduate of the Georgia State College of Law in 1991, Ms. Cullen was Student Writing Editor for the Law Review and awarded the Outstanding Law Student by the National Association of Women Law Students. Ms. Cullen attended the University of Rochester, Rochester, New York and the University of Sussex, Brighton, England.
Tom Curtis, JD
Tom Curtis, JD As a Partner with the law firm of Nossaman, LLP, Tom Curtis has more than 35 years of experience represents clients in the healthcare sector on a wide range of issues including, medical staff peer review proceedings, licensing proceedings, writ proceedings, State and Federal Court civil litigation, and related appellate proceedings. Mr. Curtis represents medical staffs, medical groups, and other healthcare entities on regulatory compliance issues, drafting of bylaws, policies, procedures and hearing plans, and assisting in the development of long range plans. Mr. Curtis is a Fellow of the American Bar Foundation. This recognition is limited to one third of one percent of lawyers licensed to practice in each jurisdiction. Members are nominated by Fellows in their jurisdiction and elected by the Board of the American Bar Foundation. He is also an AV Preeminent® Peer Review Rated by Martindale-Hubbell attorney and a frequent lecturer and author on current health law issues.
Alan David Kaye, MD, Ph.D
Alan David Kaye, MD, Ph.D, DABA, DABIPP, DABPM is the Tenured Professor and Chairman of the Department of Anesthesiology at LSU Health Sciences Center since January 2005. Over the past 6 years prior, he was Professor and Chairman of the Texas Tech University Health Sciences Center Department of Anesthesiology in Lubbock, Texas. Before that, he was the Medical Director of the Greater New Orleans Surgical Center, the Director of Resident Recruitment, Program Director, and an Attending Staff of the Department of Anesthesiology at Tulane University Medical Center.
Alan was born in New York and raised in Los Angeles and in Tucson. He received two B.S. degrees and a M.D. degree from the University of Arizona. He completed an internship in Internal Medicine at the Alton Oschner Clinic and trained in Anesthesiology at Massachusetts General Hospital and Tulane University. He is Board Certified as a Consultant in Anesthesiology and has a special certificate in Pain Management for the American Board of Anesthesiology. He is also a Diplomate of the American Board of Pain Medicine and American Board of Interventional Pain Physicians.
Dr. Kaye completed his Ph.D. in pharmacology in May 1997. He was awarded first place in the National Student Research Forum as a resident and has authored or co-authored over 175 abstracts and over six hundred manuscripts and book chapters in the fields of pulmonary vascular pharmacology, pain management, and anesthesiology. He has edited over 25 books and has been inducted into three Hall of Fames for work and contributions to medicine and the field of Anesthesiology. He has had a lifelong interest in education and teaching medical students and residents. Dr. Kaye has been awarded top doctors honors in the fields of anesthesiology and pain management. He and his wife, who is a pathologist, have two children.
Jeff McDonald, JD
Jeff McDonald is a founding partner of the law firm of McDonald, Mackay & Weitz, L.L.P., Austin, Texas. Licensed in Texas since 1988, Mr. McDonald has over 28 years of practice experience and has worked as an attorney in both the public and private sectors. He previously served as an Assistant City Attorney for the City of Austin, and as the Director of Hearings and Compliance for the Texas Medical Board, the Texas Physician Assistant Board, and the Texas Acupuncture Board. He is Board Certified in Administrative Law by the Texas Board of Legal Specialization, and is admitted to practice before the United Sates District Courts for the Northern and Western Districts of Texas.
His current practice focuses primarily on physician licensure defense, nursing licensure defense, health law, general administrative law, and professional licensing for health care providers. Mr. McDonald also serves as the Field Representative for Texas Osteopathic Medical Association’s Impaired Physician Committee. He frequently works with health care professionals who are experiencing chemical or mental impairment, standard of care issues, and licensure issues. Mr. McDonald is frequently called upon for speaking on topics of chemical or mental impairment, recovery from chemical addiction, medical regulation, and other medical / ethical issues.
Jon Porter, JD
Jon Porter is a partner of the law firm of McDonald, Mackay & Weitz, L.L.P., Austin, Texas. Licensed in Texas since 1999, Mr. Porter has worked as an attorney in both the public and private sectors. He worked as an appellate attorney for a large Houston-based law firm, writing briefs for various courts including the US Supreme Court and the Texas Supreme Court. In the public sector, Mr. Porter was a legislative aide for Texas Representative Senforia Thompson. He was a licensure investigator for the Texas Medical Board for several years before attending law school. Mr. Porter returned to the Texas Medical Board as a prosecuting attorney and later became the Director of Enforcement and Compliance.
Mr. Porter joined as a partner of the law firm of McDonald, Mackay & Weitz, L.L.P in 2003. His current practice focuses primarily on physician licensure defense, health law, general administrative law, and professional licensing for health care providers. He frequently works with health care professionals who are experiencing chemical or mental impairment, standard of care issues, licensure matters and boundary issues. Mr. Porter is frequently called on for speaking on topics of medical regulation and medical-ethical issues.
Jack H. Raber, Pharm.D.
Jack H. Raber, Pharm.D. a 1975 graduate of the University of Southern California School of Pharmacy, has over 40 years of both practice and management experience in a variety of clinical settings, and is currently an adjunct instructor at his alma mater where he teaches pharmacy risk assessment and management. Since 1993, he has provided expert witness services and litigation support throughout the country in matters specifically related to pharmacy malpractice, pharmaceuticals-related hospital and medical malpractice, prescription benefit fraud, waste, and abuse, and consults to attorneys representing pharmacists and pharmacies before the California Board of Pharmacy. He also participates in compliance audits of federally-sponsored health plans where it pertains to pharmaceutical services.
Dr. Raber is an active member of the American Society of Health-System Pharmacists, California Society of Health-System Pharmacists, Academy of Managed Care Pharmacy, American College of Clinical Pharmacy, American Medical Writers Association, American Society for Healthcare Risk Management, Southern California Association for Healthcare Risk Management, and the American Society for Pharmacy Law.
Stephen J. Schenthal, Founder of Professional Boundaries, Inc.
Stephen Schenthal is trained as a Board Certified Psychiatrist and Board Certified Diplomate in Clinical Social Work.
He is a graduate of the University of Michigan., received his Masters of Social Work from Tulane University School of Social Work, his M.D. from Louisiana State University School of Medicine, and completed his psychiatric training at the Ochsner Foundation Hospital in New Orleans, Louisiana, where he served as chief resident in the Department of Psychiatry.
In 2001, after his medical license was revoked for a professional boundary violation, Stephen Schenthal created the Smart Boundaries™ courses and seminars with the goal of protecting professionals and the public they serve by preventing the occurrence of boundary violations. Stephen Schenthal is currently devoted full-time to these projects.
Jennifer P. Schneider, MD, PhD
Jennifer P. Schneider, MD, PhD is a nationally recognized expert in the management of chronic pain with opioids. She is certified by the American Board of Internal Medicine, the American Society of Addiction Medicine, and is a Diplomate of the American Academy of Pain Management. Dr. Schneider is a Fellow of the American College of Physicians and is the author of numerous papers in professional journals in the addiction and pain management fields as well as 8 books, including Living with Chronic Pain (Second Edition, 2009).
For many years Dr. Schneider practiced internal medicine, addiction medicine, and pain management, and has had extensive experience in speaking to and educating health care providers internationally on the medication management of chronic pain. For several years she has taught a course on appropriate prescribing of controlled substances to physicians and other prescribers who were referred by their medical licensing boards. She has also served as an expert witness in legal cases involving allegations of inappropriate prescribing and has lectured on medicolegal issues of prescribing. Dr. Schneider is on the Advisory Board of the journal Practical Pain Management and writes a monthly column, "Ask the Expert," in which she responds to readers' questions regarding appropriate prescribing.
Ann Petree Skipper, MD
Dr. Ann Skipper is a graduate of Vanderbilt University who earned her medical degree at the University of Alabama School of Medicine. She conducted her internship and residency at the University of California San Diego, and transitioned afterwards to a fellowship of Child Psychiatry at the Oregon Health Science University.
Dr. Skipper is licensed to practice medicine in Oregon and Alabama and a diplomat of the National Board of Medical Examiners. She has run her own private psychiatry practice since 2003 and has lectured all over the world about responsibility, relationships and the potential risk factors in the practice of medicine.
Gregory E. Skipper, MD

Dr. Skipper has devoted his career to assisting professionals. He has worked with Medical Regulatory Boards and Professional Health Programs around the country. He has published extensively regarding issues related to professional impairment. Dr Skipper was Medical Director of the Alabama Physician Health Program for 12 years from 1999-2011. In that capacity he worked closely with the Alabama Medical Board. He was on the Underwriter Committee for ProAssurance, a large malpractice conglomerate.
Dr. Skipper is an expert in medical disciplinary issues and processes and gives talks on how Medical Boards function differently in every state, How Attorneys Think Differently Than Doctors, the National Practitioner Databank, Medical Errors and other similar topics. Dr. Skipper is the primary faculty for the PBI Medical Ethics and Professionalism Course, a 22 hour Category I CME program at the University of California Irvine.
Michael Smith, JD
Michael Smith received his law degree from Stetson University College of Law and currently practices at The Health Law Firm in Altamonte Springs, Florida. He is board certified in Health Law by the Florida Bar, and is a member of the American Health Lawyers Association, the American Bar Association, the Orange County Bar Association, and the Seminole County Bar Association. Mr. Smith has also been involved in pro bono activity for several years and was named a Pro Bono Champion by the American Health Lawyers Association in 2012 and 2013.
Mr. Smith represents physicians and other health care providers in the areas of business, corporate, transactional, regulatory and administrative health law. His practice includes the defense of professional licenses, defense of Medicare and Medicaid audits and investigations, preparation and negotiation of contracts, representation in the sale or purchase of physician practices, legal opinions on complex health care transactions, and a myriad of other health care legal issues. His clients include physicians, nurses, dentists, independent diagnostic testing facilities (IDTFs), durable medical equipment (DME) companies, home health agencies, temporary nursing agencies, nursing homes, medical staffing companies, medical clinics, and other health care providers.
Tim Weitz, JD
Tim Weitz is a founding partner of the law firm of McDonald, Mackay, Porter & Weitz, L.L.P., which offices in Austin, Texas. Licensed in Texas since 1986, Mr. Weitz has worked as an attorney in both the public and private sectors. Prior to his most recent return to private practice in 1996, he served as the General Counsel for the Texas State Board of Medical Examiners, now known as the Texas Medical Board. His duties with the Texas Medical Board also required him to provide legal services to the Texas State Board of Acupuncture Examiners and the Texas State Board of Physician Assistant Examiners.
In addition to his years of experience in state government, his background includes both criminal defense and criminal prosecution as a judge advocate in the U.S. Marine Corps. He has private practice experience in a wide range of general civil matters, and has been a frequent speaker on a variety of health law related topics, grass roots lobbying, and professionalism. He is Board Certified in Administrative Law by the Texas Board of Legal Specialization, and his current practice focuses primarily on physician licensure defense, health law, general administrative law, and professional licensing for health care providers.
Mr. Weitz has also been employed as a registered lobbyist on health care legislation and has served as adjunct faculty at Texas State University as well as the Texas Health and Science University, formerly the Texas College of Traditional Chinese Medicine. He has been an invited speaker at the University of Texas School of Law, and has been a regular guest speaker at the Baylor School of Law and the Army-Baylor Physical Therapy Program.
Mr. Weitz is an ASAE certified association executive and is often involved in projects for non-profit associations in the health care field and with the Texas Military Forces Historical Foundation. His association experience also includes prior service as the Executive Director for the Texas Physical Therapy Association, and various leadership roles with the Lone Star Military Vehicle Preservation Association. He has served as the President of the Texas Military Forces Historical Foundation and continues to participate in military history and museum organizations dedicated to remembering and honoring veterans.
Staff: Cindy Boling, Board Liaison & Director of PBI Communication
With a strong background in law, Cindy joined PBI as a course consultant in 2004 while serving as CEO of AdvocateWeb, a non-profit organization, providing support and guidance to victims of professional abuse. After co-developing the Victimization Module for PBI’s Professional Boundaries Courses, Cindy served on the PBI faculty, contributing lectures on "Understanding Victim Impact & Victim Empathy". Since 2009, she has evolved with PBI’s growth, serving as Director of Administration, Director of Marketing, and currently, as Board Liaison and Director of PBI Communication.
When not working, Cindy enjoys her home on a lake peninsula by fishing, boating, swimming, gardening, DIY, cooking her Sicilian Grandmother’s recipes for family and friends, and involvement in the community Civic Club.

Staff: Leia Hutfles, Education and Development Manager
Leia joined the PBI team as Course Administrator in 2016. Since then she has transitioned into the Education and Development Manager role, focusing on online course development, event planning, and education administration. She earned her B.S. from Florida State University in Hospitality Management and Event Planning. Leia has prior experience in medical conference planning and medical association management. Her passion is adult education, and helping people achieve their career goals. When not working, Leia loves camping, cooking, gardening, and relaxing with her friends, family, and cat.
Staff: Mark Schenthal, Chief Operating Officer
Mark joined the PBI team as Project Manager in 2015, focusing on planning, implementation, and tracking of a specific short-term project which has a beginning, an end and specified deliverables. Mark handles operations, marketing, information, and strategies for PBI.
Prior to PBI, Mark served as vice president of marketing & communications for SouthComm Publishing for five years and he has served 12 years at The Northern Kentucky Chamber of Commerce, as the vice president of marketing & communications. While serving for the Chamber he graduated from The Institute of Organizational Management (US Chamber) in 2008 and received the designation of Accredited Chamber Executive (ACE) from the Kentucky Chamber of Commerce Executives, and served on the US Chamber of Commerce Institute's Midwest Board of Regents, Kentucky Chamber of Commerce Executive (KCCE) Board of Directors, and ACCE Communications Board. Mark is a graduate of The Ohio State University and Washington University in St. Louis. When not working, Mark is passionate about his family, his dog, walking & exercising, cooking, art, Ohio State football and occasionally participates in sumo wrestling.
